Why convert Photo to PDF?

Forms often ask for a document as a PDF when all you have is a photo taken on a phone. Putting the photo on a page gives you the PDF they want.

Worth knowing

A photo of a document is still a picture: the PDF will not have selectable text, and a crooked or shadowed photo stays crooked or shadowed.

Getting a clean result from a phone photo

  • Photograph the page straight on, in daylight, with the whole page in the frame.
  • Use the phone's own crop before you add the photo, so the PDF page is mostly paper.
  • Pick A4 or US Letter to match the form, or the same size as each image to keep the photo's own shape.
  • Most phones save photos as JPEG. Photos saved in Apple's HEIC format are not supported here yet; export them as JPEG from the Photos app first.

See JPEG, PNG or WebP: which format to use for a comparison.

How it works

  1. Add your photos (JPEG or PNG).
  2. Use the arrows to put them in the order you want, then choose a page size such as A4 or US Letter, or the same size as each image.
  3. Create the PDF and download it.

Frequently asked questions

Is it safe to convert Photo to PDF here?
The conversion runs in your browser and the file is not uploaded.
Will Photo to PDF change the quality?
A photo of a document is still a picture: the PDF will not have selectable text, and a crooked or shadowed photo stays crooked or shadowed.
Can I turn several photos into one PDF?
Yes. Add them all, put them in order, and each photo becomes a page.
Does the tool make the text in the photo searchable?
No. It does not read text in pictures (no OCR). The PDF holds the picture of the page.
